First 5 Napa County is a “legal public entity” under Health & Safety Code 130140.1(b)(2) and donations to such an entity are tax deductible under Internal Revenue Code 170(c)(1). In addition the commission is a “public agency that is a unit of local government for purposes of all grant programs and other funding and loan guarantee programs” (H&S 130140.1(b)(3)).
